FUNCTION OF WORK:To analyze agency management policies, procedures, practices, methods, and systems to provide administrative officials with information and recommendations for the most efficient utilization of resources.
LEVEL OF WORK:SUPERVISION RECEIVED:General from a Management Analyst 2, or agency administrator or official.
SUPERVISION EXERCISED:JOB DISTINCTIONS:Differs from Management Analyst 2 by lack of accountability for recommendations made to management.

Performs analytical work in the evaluation of management operations in a state department.
Obtains and analyzes data concerning programs or operation, scope and goals, and the policies, practices, methods and procedures used to implement and maintain programs.
Conducts management studies of organizations, duty assignments of employees, administrative control systems and impact of programs.
Obtains and evaluates data on personnel, equipment, material and space utilization.
Makes work simplification, measurement and related studies to enhance the effectiveness and efficiency of the agency or program assigned.
Assists in the implementation of new management procedures or program improvements.
Participates in training or retraining as necessary.
Prepares reports on studies and makes recommendations for changes.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Four years of experience in administrative services, health services, social services, or engineering; OR
Six years of full-time work experience in any field plus one year of experience in administrative services, health services, social services, or engineering; OR
A bachelor's degree plus one year of experience in administrative services, health services, social services, or engineering; OR
An advanced degree or a Juris Doctorate.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
