FUNCTION OF WORK:
To direct and manage all policy planning, research, and analysis functions of a major state agency.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from the Secretary, Deputy Undersecretary or Undersecretary.

SUPERVISION EXERCISED:
Direct line over lower level policy planners.

JOB DISTINCTIONS:
Differs from lower level policy planner jobs by the reporting relationship to higher-level Executives, as well as responsibility for directing and managing all policy planning, research, and analysis functions of a major state agency.

Discovers and interprets and implements legislative intent for a Department and programs such as strategic planning and performance standards.

Develops and assesses policy options for executive management of the Department.

Recommends appropriate goals and objectives for the agency.

Identifies, monitors, and evaluates programs of a Department, which may include performance standards and strategic planning, determines cost effectiveness and contributions to the achievement of the goals and objectives of the agency. Makes recommendations for change.

Studies and determines the impact of agency programs on international, national, state and local economies.

Identifies needs for special training requirements, recommends appropriate methods of accomplishing training, and implements training.

Provides planning, organization and implementation of new programs as determined by executive management.

Functions as senior staff person to the Secretary or equivalent level executive of a Department.

Participates in the design of departmental forms, instructions and procedures.

Serves on staff committees, interagency committees and other such bodies as directed by the Secretary and represents the agency and State at national meetings of various groups.

Participates in, and at times institutes and conducts, meetings within and without a Department effect coordination of programs and to develop, where indicated, policies and procedures in linked areas in order to secure the best possible services for agency clients.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Eight years of experience in policy planning; OR

Six years of full-time work experience in any field plus five years of experience in policy planning; OR

A bachelor's degree plus five years of experience in policy planning; OR

An advanced degree plus four years of experience in policy planning.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
