Creates, develops, manages, and implements statewide community development programs.

SUPERVISION RECEIVED:
Broad review and direction from the Community Development Assistant Director.

SUPERVISION EXERCISED:
Direct line over Community Development Program Specialists.

JOB DISTINCTIONS:
Differs from Community Development Programs Specialist 3 by the supervisory relationship and the presence of program management and policy-making responsibilities.

Differs from Community Development Assistant Director by lack of responsibility for serving as the principal assistant to the Community Development Director.

Researches federal and state funding sources and provides technical assistance to state and local governments to train them in applying for, receiving and implementing new programs.

Performs interagency coordination of state and federal programs having shared/common goals.

Provides assistance to state agencies and local governments by identifying and notifying them of funding sources for projects; assists entities in applying for those funds and implementing the expenditure of the funds once received.

Develops and maintains a computerized database identifying state, federal, foundation, and other funding sources as well as the activities eligible for funding through those sources.

Maintains a computerized database that identifies the sources of funding and the tracking of applications throughout the State that have been submitted to numerous state and federal agencies. The purpose of this system is to prevent duplication of efforts and the Office of Community Development serves as the policing agency for this program.

Serves as the coordinator for the numerous state and federal agencies involved.

Coordinates and schedules training sessions internally, as well as, for local governments.

Develops system for the rating and ranking of several hundred applications received among the various program categories.

Analyzes the State's needs and develops current and long-range goals, policies, and funding criteria for programs.

Oversees the development of instructional manuals.

Reviews and formulates the revisions of rules, regulations, and procedures for assigned programs based upon federal regulations, state statutes, federal and state policies, and program mandates.

Meets with state representatives, state senators, federal officials, local elected officials, professional firms and organizations, and other interested groups on issues relative to assigned programs.

Manages recipient program operations; monitors programs and reviews closeout documents for compliance with federal, state, and local regulations; and takes actions to prevent the possible misuse of funds.

Conducts in-depth research of the background and intent of the Act, federal regulations, and state statutes in order to make decisions and provide advice and assistance to the highest executive official at the local level.

Prepares correspondence of a complex and sensitive nature for the Governor, the Commissioner of Administration, and the Community Development Director.

Interprets federal and state guidelines for implementing programs for local elected officials, senators, state representatives, mayors, attorneys, certified public accountants (CPAs), engineers, and professional administrative consulting firms. Resolves, through mediation, conflicts over interpretation of federal and state laws, policies, and regulations.

Provides technical assistance and training to staff, elected officials, legislators, program administrators, consultants, and engineers on the rules, regulations, policies, application preparation and project implementation associated with assigned programs.

Researches, compiles, and analyzes data relative to specific program area in order to obtain maximum benefit in the utilization of federal, state, and local resources.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

Six years of full-time work experience in any field plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

A bachelor's degree plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

An advanced degree in business administration, public administration, or a Juris Doctorate plus two years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
