FUNCTION OF WORK:To determine eligibility for benefits and calculate benefits due retirement system members in accordance with state and federal laws and regulations.
LEVEL OF WORK:SUPERVISION RECEIVED:General from a Retirement Benefits Supervisor or higher-level personnel.
SUPERVISION EXERCISED:JOB DISTINCTIONS:Differs from Retirement Benefits Analyst 1 by the presence of experienced-level retirement benefits analysis work. Differs from Retirement Benefits Analyst 3 by the absence of advanced-level responsibilities involving specialized tasks.

Counsels individual members to explain regular, deferred and disability retirement eligibilities and computations, survivor benefits, distribution methods, interest assumptions and effects of beneficiary designations in accordance with Louisiana Revised Statutes, board policies, administrative decisions and federal tax laws.
Audits member records to determine continued eligibility for the Deferred Retirement Option Plan (DROP) as well as for survivor, disability and minor child benefits.
Calculates first retirement benefits and estimates, includes advances on final benefit payments, deposits to and disbursements from member DROP accounts and makes any adjustments to benefit payments due to changes in outside earnings or age.
Verifies acceptability of a variety of legal documents, including, but not limited to birth certificates, marriage licenses, legal affidavits, divorce decrees, community property settlements and specific consent decrees.
Examines medical reports received on disability retirees to determine if they should be sent to the State Medical Disability Board.
Advise retirees on advantages of and procedures for converting disability retirement to regular retirement or to active service.
Confers with school boards, colleges and universities, vocational and technical institutes, state agencies, other retirement systems and individual members on a variety of retirement-related matters.
Prepares correspondence explaining the provisions of the Retirement System laws, rules and regulations and method of computation to determine eligibility and retirement allowances.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Four years of experience in employee benefits; OR
Six years of full-time experience in any field plus one year of experience in employee benefits; OR
A bachelor's degree plus one year of experience in employee benefits; OR
A Certified Retirement Counselor (CRC) or Certified Employee Benefit Specialist (CEBS) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
