FUNCTION OF WORK:To manage medium sized, moderately complex social service program(s).
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from a Program Manager 3-Social Services or other higher level personnel.
SUPERVISION EXERCISED:Direct over Program Consultants-Social Services and/or staff essential to the program.
JOB DISTINCTIONS:Differs from Program Manager 1--Social Services by the presence of responsibility for programs of moderate scope and complexity.
Differs from Program Manager 3-Social Services by the absence of responsibility for programs with a higher level of scope and complexity.

Formulates current and long-range plans and policies for the assigned program(s).
Conducts and directs studies and special projects pertaining to the programs assigned.
Revises rules, regulations, and procedures to meet changes in law or policy.
Directs or prepares fiscal and programmatic impact statements on legislation relative to the assigned program and represents the Department by presenting testimony at legislative hearings.
Develops and monitors budget recommendations for personnel, services, equipment and materials.
Analyzes the impact of federal, state, and local legislation; advises agency officials, prepares position statements, presents testimony at hearings, and writes legislation.
Meets with government officials, private officials, professionals, and others on matters pertaining to the program(s).
Maintains records, prepares reports, and conducts correspondence relative to the assigned programs.
Conducts staff meetings and conferences with assistants to discuss operating programs, organization, budgetary matters, personnel matters, technical problems, and the status of projects or programs.
May serve as member of national and state committees related to the assigned program.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in administrative services, public health, social services, or health services; OR
Six years of full-time experience in any field plus four years of experience in administrative services, public health, social services, or health services; OR
A bachelor's degree plus four years of experience in administrative services, public health, social services, or health services; OR
An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus three years of experience in administrative services, public health, social services, or health services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
