To direct special services programs in a large behavioral health region or human services district.

Broad review from a Behavioral Health Area Director or higher-level administrator.

SUPERVISION EXERCISED:
Project basis over staff in specific assigned special services programs.

JOB DISTINCTIONS:
Differs from the Behavioral Health Program Director--A by the presence of responsibility for directing special services program in a large behavioral health region.

Differs from the Behavioral Health Specialist 1 and 2 by the absence of coordinating and directing special services programs statewide.

Coordinates and directs all special services elements, and provides consultation to professional staff within a large region.

Provides consultation and technical assistance regarding special services programs, such as community support services, services for special populations (elderly, criminal justice, children, minorities), consultation and education services, and volunteer services.

Monitors contract programs and/ or facilities to determine compliance with standards, policies and program requirements, and provides reports related to such review, including recommended plans for correction, to regional administrator.

Determines need and types of services for behaviorally and/or emotionally ill persons; develops plans for providing professional help.

Determines organization requirements of personnel, buildings, materials, supplies and equipment necessary to operate special services programs and makes budget recommendations.

Interprets agency policy and provides direction to Office of Behavioral Health staff in carrying out policies, agency goals and objectives and the procedures necessary for their implementation.

Resolves complex clinical issues in the operations of special services programs.

Evaluates and analyzes programmatic performance of special services programs through site monitoring.

Confers and coordinates services with social, health and correctional/criminal justice agencies in the region.

Provides a wide range of staff development, in-service training, and employee education programs in the region.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A master's degree in a social science, health or human services, nursing, or health administration field plus four years of experience providing behavioral health treatment; OR

A doctorate in a social science, health or human services, nursing, or health administration field, or a medical degree plus three years of experience providing behavioral health treatment.
