FUNCTION OF WORK:To direct the operation of a large addictive disorders clinic having over 500 active cases and over 10 employees.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad direction from an OAD Regional Administrator.
SUPERVISION EXERCISED:Line over subordinate professional, medical, clerical and other staff.
JOB DISTINCTIONS:Differs from OAD Clinic Manager by the responsibility for managing a large clinic.
Differs from OAD Regional Administrator by the absence of responsibility for managing all programs for a region.

Plans, organizes, directs and controls all functions of one of the largest clinics, including satellite and/or outreach clinics in other communities.
Administers clinic programs by scheduling assignments and directing work of subordinate supervisory staff.
Develops budget recommendations for operating services, capital outlay, personnel services, equipment and materials for the clinic.
Supervises subordinate staff in the maintenance of records, preparation of reports and conduction of correspondence regarding the services, progress and needs of the community relative to the agency's programs to regional administrators.
Coordinates programs and services of the clinic with a complex array of support services including state, parish, city and local agencies both public and private.
Meets with officials of state and local agencies, professional organizations and interest groups on matters relating to the clinic and addictive disorders services to the public and assures appropriate resource allocation.
Interprets, implements and monitors agency policy in keeping with state guidelines.
Conducts staff meetings and conferences with subordinate supervisors to discuss operating problems, organization, budgetary matters, personnel matters, technical problems, and the status of programs and projects.
Selects and assigns staff, reviews staff development needs with supervisors, and assures that training is obtained and that counselors are on track for certification and all requirements are met.
Ensures that licensing standards are met.
May conduct specialized research, prevention, in-service, or outcome evaluation studies.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A master's degree in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus four years of experience providing health services, behavioral health treatment, social services, nursing, or counseling; OR
A doctorate in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus two years of experience providing health services, behavioral health treatment, social services, nursing, or counseling.
