FUNCTION OF WORK:To manage a stand alone addictive disorders clinic having less than 500 active cases and under 10 employees.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad direction from an OAD Regional Administrator.
SUPERVISION EXERCISED:Line over subordinate professional, medical, clerical and other staff.
JOB DISTINCTIONS:Differs from OAD Clinic Director by the absence of responsibility for managing a large clinic.

Plans, organizes, directs, and controls all functions of a medium sized alcohol and drug abuse clinic, including satellite and/or outreach clinics in other communities.
Coordinates work by scheduling assignments and directing work of subordinates.
Develops budget recommendations for operating services, capital outlay, personnel services, equipment, and materials for the clinic.
Maintains records, prepares reports, and conducts correspondence regarding the services, progress and needs of the community relative to the agency's programs to regional administrator.
Coordinates programs and services of the clinic with agencies both public and private.
Meets with officials of state and local agencies, professional organizations and interest groups on matters relating to the clinic and addictive disorders services to the public.
Interprets, implements, and monitors agency policy in keeping with state guidelines.
Conducts staff meetings and conferences with subordinate personnel to discuss operating problems, organization, budgetary matters, personnel matters, technical problems, and the status of programs and projects.
Selects and assigns staff, identifies staff development needs and assures that training is obtained and that counselors are on track for certification and all requirements are met.
Ensures that licensing standards are met.
Participates in meetings relative to provision of addictive disorders services to specialized populations or specialized services.
May handle clinical cases of a highly complex or critical type.
May participate in weekly clinical staffing to provide expertise to the multidisciplinary team.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A master's degree in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus three years of experience providing health services, behavioral health treatment, social services, nursing, or counseling; OR
A doctorate in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus one year of experience providing health services, behavioral health treatment, social services, nursing, or counseling.
