FUNCTION OF WORK:
To direct the administrative division for a large port including fiscal controls, internal audits, personnel and services, insurance, purchasing, records and archives, publicity and public information.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction received from the unclassified Port Director.

SUPERVISION EXERCISED:
Direct over administrative unit supervisors and staff over division directors on matters relating to administrative operations.

JOB DISTINCTIONS:
Differs from Port Administrative Director 2 by the responsibility for directing a smaller and less complex administrative services division.

Establishes and maintains policies and procedures for the administrative units.

Reviews and evaluates work of subordinates and gives guidance when needed.

Attends planning meetings involves in coordinating efforts to carry out the mission of the Board.

Designs, produces and controls through subordinate staff the Board's operating, capital equipment and capital facilities budgets. Conducts staff meetings and conferences with subordinates to discuss operating problems, organization, budgeting matters, personnel matters, technical problems and the status of projects.

Meets with federal, state and local officials lessees, professionals, board members, interest groups and others on matters relating to the port. Monitors proposed legislation, regulations and studies and analyzes the impact on the port.

Develops controls for and monitors expenditures of personnel services, overtime, legal settlements and other expenditures.

Directs and coordinates the preparation of reports, special projects and correspondence.

Directs the activities of the Port Director's office in his absence.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in port operations, or trade or industrial development; OR

Six years of full-time work experience in any field plus five years of experience in port operations, or trade or industrial development; OR

A bachelor's degree plus five years of experience in port operations, or trade or industrial development; OR

An advanced degree plus four years of experience in port operations, or trade or industrial development.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
