FUNCTION OF WORK:To assist in the administration of the State's Capital Outlay Program, Real Estate Leasing Program and Energy Performance Contracting Program.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from the FPC Director.
SUPERVISION EXERCISED:Direct over fiscal, leasing, project management, administrative and/or other lower-level personnel. Regulatory over all state agencies for administration of the capital construction budget and leasing of facilities.
JOB DISTINCTIONS:Differs from FPC Senior Project Manager by the presence of responsibility for serving as the deputy and primary assistant to the Director.
Differs from FPC Director by the absence of responsibility for directing all division activities.

Manages the architectural and engineering staff responsible for reviewing and constructing all capital outlay projects (except those agencies exempted in the Capital Outlay Act). Manages the Real Estate Leasing section of FPC.
Administers, organizes, and coordinates all engineering and architectural programs. Coordinates the leasing of buildings with the lease vs. own program.
Assists the director in review of capital outlay. Assists the director in review of project budgets and other areas as assigned.
Provides technical assistance to the director.
Manages the contract/property acquisition, capital outlay and fiscal staff responsible for preparing the statewide capital outlay budget and expending the funds for all capital outlay projects (except for those agencies exempted in the Capital Outlay Act).
Performs various tasks including contract issues, budget issues, funding issues, and funding source problems that vary from simple to extremely intricate and change from day to day. Performs various tasks dealing with the leasing of buildings to house state agencies and performs tasks dealing with the purchase of land through the capital outlay process.
Establishes operating procedures.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Ten years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management; OR
A bachelor's degree in construction management, engineering, architecture, landscape architecture, interior design, public administration, or in a business administration field plus seven years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management; OR
A bachelor's degree in architecture, landscape architecture, interior design, or in an engineering field plus five years of professional architecture, landscape architecture, engineering, or interior design experience; OR
Possession of a current Louisiana license to practice professional architecture, landscape architecture, engineering, or interior design plus three years of experience as a licensed architect, landscape architect, engineer or interior designer.
EXPERIENCE SUBSTITUTION:
An advanced degree in a qualifying educational field will substitute for a maximum of one year of the required experience.
Possession of either a Certified Construction Manager Certification (CCM) or Project Management Professional Certification (PMP) will substitute for a maximum of one year of the required experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering or professional architecture in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
