FUNCTION OF WORK:To provide support services to, to conduct research for, and to prepare summaries for Workers' Compensation Judge or a mediator which will assist the judge and mediator in his or her evaluation of the legal and factual issues presented in Workers' Compensation disputes. To act as an ombudsman in assisting unrepresented parties. To provide support services to the Second Injury Board.
LEVEL OF WORK:SUPERVISION RECEIVED:General from a Workers' Compensation Judge or a mediator or the Second Injury Board.
SUPERVISION EXERCISED:May supervise clerical personnel. Functional over other Workers' Compensation Dispute Resolution Specialists.
JOB DISTINCTIONS:Differs from Workers' Compensation Dispute Resolution Officer 1 by the level of the fiscal, legal, and research services rendered and by the complexity of information conveyed.

Contacts state, federal, and public employees, employers, insurance carriers, attorneys, and members of the medical community to provide guidance in highly technical and administrative areas by relaying information concerning the following laws and regulations: Louisiana Workers' Compensation Law, the Jones Act, the Longshoreman and Harbor Workers Act, and the Workers' Compensation Hearing rules and utilization review procedures.
Researches, examines, and Shepardizes complex legal issues in connection with preparation of a Workers' Compensation Judge's opinions.
Summarizes depositions (before or after hearings) in order to facilitate a Workers' Compensation Judges rendering of decisions in a timely manner.
Determines what portions of evidence and what legal principles are critical to a Workers' Compensation Judge's decision and brings these matters to his or her attention.
Assists unrepresented parties in defining areas of dispute for mediation purposes.
Informs the unreprepresented parties of procedures, assists them in pretrial and trial format, and helps them in gathering documentation.
Meets with unrepresented parties for settlement purposes since neither the judge or nor the mediator can participate in negotiation conferences.
Provides materials that may assist unrepresented parties in determining settlement goals.
Handles all inquiries into Social Security Offset requests.
Determines the amount of the offset that will be allowed and forwards it to a Workers' Compensation Judge with recommendations.
Acts as office liaison with other agencies and segments of government to implement OWC programs and coordinate benefits.
Plans, organizes, directs, and controls the clerical support staff for the district hearing office.
Determines if a permanent partial pre-existing disability qualifies as a handicap, and is therefore covered by the Second Injury Fund.
Settles claims in the amount of $20,000 or less with attorneys, self-insurers, and/or insurance companies.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been in an office or court with jurisdiction over a statewide workers' compensation program:
Four years of experience in in worker's compensation, injury investigation, insurance claims examining, insurance claims investigation, or insurance claims resolution; OR
Six years of full-time experience in any field plus one year of experience in worker's compensation, injury investigation, insurance claims examining, insurance claims investigation, or insurance claims resolution; OR
A bachelor's degree plus one year of experience in worker's compensation, injury investigation, insurance claims examining, insurance claims investigation, or insurance claims resolution.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
