FUNCTION OF WORK:
To perform specialized duties and serve as assistant to a Branch Chief in the management of a major division or branch of the Office of Forestry which plans, develops, and implements a group of statewide programs.

OR

To serve as chief administrator of a large forestry program at a levee board or other state agency outside the Department of Agriculture.

LEVEL OF WORK:
Program Manager

SUPERVISION RECEIVED:
Broad direction from a Forestry Branch Chief or other administrative official of the organization served.

SUPERVISION EXERCISED:
May exercise functional or regulatory supervision over employees of the organization served.

JOB DISTINCTIONS:
Differs from Forestry Program Director by the responsibility of managing and implementing multiple statewide programs.

Differs from Forestry Branch Chief by the absence of responsibility for the administrative management of statewide programs.

DEPARTMENT OF AGRICULTURE AND FORESTRY
Serves as a principal assistant to a Forestry Branch Chief and acts in his behalf during his absence.

Coordinates various program areas within an assigned branch and reviews activities of programs for quality and compliance with federal, state, and agency regulations.

Supervises, through subordinate supervisors and staff, personnel who utilize equipment and facilities located statewide in an assigned branch.

Coordinates training programs and develops training methods and techniques for an assigned branch.

Recommends modification of existing practices as related to activities in an assigned branch.

Proposes and monitors a branch's budget and assists in supervising branch staff.

Assist in designing long and short-range plans, goals and program objectives.

Coordinates statewide branch activities through district foresters, federal and local government officials, private landowners, industry personnel, and other state agency personnel.

Coordinates inventory and distribution of equipment, educational material, and information within an assigned branch.

Assist in establishing policies and procedures on equipment assignments, maintenance, conditions, and standards.

Meets with state, federal and local officials, private individuals, industry representatives and other forestry officials to discuss programs and/or information involving forestry programs and practices.

LEVEE DISTRICTS AND OTHER STATE AGENCIES

Inventories properties (including title abstract) and researches forest resources data using existing maps and by site visits to determine present forest resources.

Designs and implements multiple forestry programs; provides security and protection; increases production of wood products, and promotes forestry management practices.

Evaluates and manages aesthetical and environmental issues associated with lands.

Designs and supervises road and bridge building projects.

Supervises various work crews for projects such as beaver control, dam removal with explosives, herbicide application, land surveys, and planting.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A bachelor’s degree in a forestry, wildlife habitat conservation, or natural resources field plus four years of experience as a forester; OR

A bachelor’s degree with thirty semester hours in a forestry, wildlife habitat conservation, or natural resources field plus four years of experience as a forester; OR

A master’s degree in a forestry, wildlife habitat conservation, or natural resources field plus three years of experience as a forester.
