FUNCTION OF WORK:
To oversee the management and administration of field units in the area of operations, customer service, maintenance, safety, and law enforcement activities in an assigned state park district.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from the Parks Assistant Chief of Operations, or another higher-level administrator. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over Park Managers and district office personnel. Alternative reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Park Managers by the presence of district-wide responsibility and direct supervision of Park Managers.

Differs from the Parks Assistant Chief of Operations by the absence of statewide responsibility for all major construction and maintenance projects.

Oversees the operations, maintenance, and law enforcement activities of state parks, state historic sites, and state preservation areas in an assigned district through subordinate managers by inspections, review of financial and administrative reports and budget requests, conferences, training sessions, and coordination of major construction, repairs, or expenditures.

Plans, organizes, directs, controls, and audits district-level work activities which include administrative, maintenance, security, recreational, safety, interpretive, and custodial services; develops and monitors budget recommendations for personnel services, equipment, and materials; develops and monitors staff performance planning and review; provides orientation and mentoring for new site managers, closely supervising and monitoring progress; prepares purchase requests and makes needed purchases; maintains fiscal records; maintains moveable property assets; prepares reports and correspondence; develops and monitors safety program; performs literary and field research on the culture, archaeology or history, flora, and fauna of the area; develops and monitors the preservation of historic and/or natural resources; establishes policies and procedures for park operations.

Coordinates district-level work by scheduling assignments and directing the work of subordinate staff; selects and trains staff; inspects buildings, grounds, and equipment to insure that proper safety, security, and maintenance procedures and standards are being met.

Prepares correspondence, reports, plans, and budget requests; meets with officials of local governments, other state agencies, federal government agencies, civic organizations, law enforcement agencies and others to discuss operation agreements, follow-up on prosecutions, address citizen complaints, maintain regulatory requirements, perform public presentations, etc.

Investigates and recommends the implementation and revision of agency policies and procedures.

Serves as response manager in responding to an emergency threat.

Serves as temporary or acting park manager on an emergency basis.

May serve as chief law enforcement officer and perform the functions of a peace officer as defined by the POST Council.

Directs pre-bid, pre-construction, and final inspection meetings; designs and directs, or supervises managers in the design and direction of all major repair projects within the district.

SPECIAL JOB DIMENSIONS:
Periodic overtime, night and weekend work are required year-round. Incumbents may be required to live on park grounds and be on twenty-four (24) hour call to respond to emergencies.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been in the operation or administration of parks, outdoor recreation, or historic sites:

Five years of experience in the operation, administration, or maintenance of parks, outdoor recreation, or historic sites; or in parks or conservation work; OR

Five years of experience in law enforcement, interpretive services, mobile equipment operation, building construction or maintenance.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the general experience.
