FUNCTION OF WORK:To administer all engineering activities for the Department of Transportation and Development.
LEVEL OF WORK:SUPERVISION RECEIVED:Executive direction from the Secretary of the Department of Transportation and Development. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:Subordinate staff typically consists of an Engineer Deputy Administrator--DOTD and lower-level Engineers. Alternative reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from Engineer Deputy Administrator--DOTD by the presence of full administrative responsibility for all engineering activities for the Department of Transportation and Development.

Approves all plans, specifications and estimates for the construction of Louisiana's state highways, bridges, and all other related construction programs.
Approves contracts, plan changes, and other construction documents as well as issues final acceptance of completed construction projects.
Provides direction to administrators and coordinates activities among the Divisions.
Coordinates Department of Transportation and Development engineering activities with those of the Federal Highway Administration and other federal, state and local agencies.
Represents the department at meetings with elected officials, private contractors, and officers of other state, federal or local agencies.
Routinely confers with the Secretary and the Assistant Secretaries and advises same on matters pertaining to construction activities.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional Civil engineering plus one of the following, which must include three years of experience at the supervisory level or above:
1. Five years of licensed engineering experience or nine years of professional engineering experience; OR
2. A master's degree in engineering plus four years of licensed engineering experience or eight years of professional engineering experience: OR
3. A Ph.D. in engineering plus three years of licensed engineering experience or seven years of professional engineering experience.
NOTE: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
