FUNCTION OF WORK:
To oversee the planning and implementation of safe and efficient methods of handling cargoes, using of port facilities, and assignment of vessels to berths at the state's largest port (Port of New Orleans).

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from the Marine Terminal Superintendent.

SUPERVISION EXERCISED:
Line over Marine Terminal Manager 1 and Port Terminal Operations Supervisors.

JOB DISTINCTIONS:
Differs from Marine Terminal Manager 1 by having full responsibility for terminal operations at the state's largestport.

Differs from Marine Terminals Superintendent by lack ofadministrative responsibility over the entire Docks Department of the Port of New Orleans.

EXAMPLES OF WORK:

Assigns or supervises the assignment of berths and anchorage space for all marine vessels discharging, loading, repairing, fitting or otherwise using the facilities of the port in accordance with the needs and mission of the vessels, preferential assignment or other special agreements, available space, special handling equipment, and appropriate regulations.

Expedites the movement of cargoes from the wharves and facilitates storage of certain cargoes to maximize safe utilization of assigned space.

Works toward solution of various problems arising in connection with the handling of heavy lift equipment, bulk commodity cargoes, hazardous cargoes and other commodities requiring special handling and storage.

Coordinates the emergency assignment or re-assignment of vessels on a 24-hours basis with shippers, Harbor Police officials, vessel crews, and federal agents.

Examines service charges of other agencies and allocates charges to users in accordance with services used.

Confers with private business officials on problems of wharf operations, movements of various commodities, storage, demurrage, delays, agency regulations, and ordinances and tariff schedules.

Enforces Port Tariff, policies, regulations, and ordinances.

Confers with federal and local agencies on problems connected with port operations.

Furnishes information on port's cargo handling facilities and operations to other departments for informational, statistical and public relations purposes.

Furnishes information on assignments, practices and damages as requested by the Legal Department and testifies in court as necessary in claims proceedings to assure recovery to the Board.

Furnishes information to steamship companies, stevedores, freight forwarders and other wharf users concerning regulations, tariffs, and other related information.

Supervises the work of subordinate personnel through review and by educating in improved and revised regulations, practices and procedures.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in port, marine, or wharf operations; OR

Three years of experience in port, marine, or wharf operations plus two years in the supervision of other supervisory personnel in port, marine, or wharf operations; OR

A bachelor’s degree plus four years of experience in port, marine, or wharf operations.
