FUNCTION OF WORK:
To plan and implement safe and efficient methods of handling cargoes and use of port facilities, and assignment of vessels to berths or anchorage areas.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from the Marine Terminal Superintendent, Terminal Operations Director, or Marine Terminal Manager 2.

SUPERVISION EXERCISED:
Direct line over Dock Foreman or Port Terminal Operations Supervisors, and their subordinates.

JOB DISTINCTIONS:
Differs from Dock Foreman or Port Terminal Operations Supervisors by assuming full responsibility for the operation of an entire terminal facility not just an assigned area.

Differs from Marine Terminal Superintendent, Marine Terminal Manager 2, and Terminal Operations Director by lack of complete responsibility for all aspects of operation of all terminals of the port; or assisting the Marine Terminal Superintendent in terminal management for the state's largest port (Port of New Orleans).

EXAMPLES OF WORK:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Determines order in which marine vessels will be worked in accordance with special agreements, contracts, avail able space, handling equipment, and all appropriate United States Customs, Department of Natural Resources, Department of Environmental Quality, Coast Guard requirements and regulations.

Supervises the recording of all pertinent information pertaining to the arrival and departure of barges, types of commodities, customer information, cargo movements and billing preparation.

Coordinates operations among railroads, barge lines, trucking firms, tug operators, and customers to insure a smooth operation.

Confers with terminal users on matters relating to dock operations, rate quotations, cargo movements, available services, scheduling vessel arrival, etc..

Assumes responsibility for maintenance of terminal plant and equipment, scheduling preventative maintenance and works with port engineers in making annual inspection of facilities to determine and prioritize major repair work.

Assigns vessels to wharves.

Supervises subordinate Port Terminal Operations Supervisors.

Enforces port tariff, policies, regulations, and ordinances.

Coordinates the emergency assignment of vessels on a 24-hour basis.

Consults with facility users to assure compliance with appropriate rules and regulations.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in port, marine, or wharf operations; OR

Three years of experience in port, marine, or wharf operations plus one year in the supervision of other supervisory personnel in port, marine, or wharf operations; OR

A bachelor’s degree plus two years of experience in port, marine, or wharf operations.
