FUNCTION OF WORK:To organize and manage information sources in order to provide access to such information to library users.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from the Deputy State Librarian.
SUPERVISION EXERCISED:Direct line over Library Consultants, Library Managers and clerical support personnel.
JOB DISTINCTIONS:Differs from Library Manager 2 by responsibility for managing the Library Development Division of the State Library.
Differs from Deputy State Librarian by absence of responsibility for assisting in the direction of all program activities of the Office of State Library, rather than one major component, such as the Library Development Division.

Serves as Director of Library Development.
Evaluates administrative personnel, determines corrective action, and recruits for key positions.
Sets, interprets, and monitors goals and objectives for the division of the State Library.
Plans overall divisional programs.
Investigates and solves administrative problems.
Plans and justifies annual divisional budgets.
Promotes innovation and flexibility in the use of new technology.
Prepares and presents briefings and reports to the library groups, governing officials, civic and professional organizations.
Confers with managers of other library and government organizations to obtain input.
Determines statistics to be generated, their format and distribution.
Interprets statutes, regulations, and rules to the division and to other libraries.
Works with library educators to develop in-service training programs.
Administers federal and state-funded programs for library development.
Monitors library legislation at all levels and recommends changes.
Serves as Information Systems Manager for the Library.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A master's degree in library science from a college or university accredited by the American Library Association followed by four years of experience in library services.
