FUNCTION OF WORK:
Conducts inspections and investigations on a wide range of violations regarding Board/Agency policies, state and federal statutes, Civil Service rules, licensure, and ethics.

LEVEL OF WORK:
Experienced.

SUPERVISION RECEIVED:
Direct from an Executive Director, Compliance Inspector 3 or higher level police official.

SUPERVISION EXERCISED:
None.

LOCATION OF WORK:
May be used by all state agencies with an Inspection Division.

JOB DISTINCTIONS:
Differs from law enforcement investigators by emphasis on administrative rather than criminal investigations.

Differs from Compliance Inspector 1 by performing more complex experienced level compliance investigations/inspections.

Differs from Compliance Inspector 3 by absence of supervisory duties.

EXAMPLES OF WORK:

Inspect physical locations to determine adherence to rules and regulations.

Conduct investigations into failed inspections and alleged misconduct by licensed members of applicable board. 

Reviews and gathers evidence by taking oral, written, or tape-recorded statements from witnesses.  May conduct surveillance.

Prepares and maintains detailed confidential reports and summaries of investigations/inspections.  

May give presentations and training on applicable laws and licensure regulations to the public.

May make recommendations on updating laws and requirements for each license.

Will testify in Civil Service hearings, Ethics Commission hearings, board hearings, criminal and civil court concerning results of investigations.

Weight Enforcement Duties:

Administratively perform weight enforcement work to ensure compliance with state laws, rules, and regulations.

Operate a stationary scale and check loads for compliance with weight and size regulations.

Record the number of trucks weighed per shift, noting time, location, and weights of all overweight trucks and permit loads.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of experience in bookkeeping or accounting; investigatory experience; inspection for compliance with laws, rules or regulations; law enforcement; legal research; or in which clerical work was a major duty.
 
SUBSTITUTIONS:
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies:  the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
