Differs form Agricultural Environmental Specialist 3 in the Office of Soil and Water Conservation by lack of responsibility for working independently with local soil and water conservation boards for program development and implementation and by lacking the responsibility for identifying resource management needs and solutions for conservation districts.

AGRICULTURAL AND ENVIRONMENTAL SCIENCES DUTIESQUALIFICATION REQUIREMENTS:
Performs journeyman inspection work in a variety of specialized, technical, and professional areas of regulatory programs such as entomology, horticulture, pesticide, etc.
Assists and advises subordinate Agricultural Environmental Specialist 1's in all enforcement activities.
Assists in compiling raw data for a variety of written reports,meetings, regulatory meetings, and conferences.
Assists in training Agricultural Environmental Specialist 1's in grading and inspection work.
Functions as liaison between the public, U. S. Department of Agriculture (USDA), Louisiana Department of Agriculture and Forestry, and private industry relative to inspection and agricultural services and products.
Issues stop-sale orders on products not registered or that are substandard.
Inspects aerial and ground pesticide applicators to ensure proper functioning of spray equipment.
Conducts pesticide dealer inspections to ensure that they are certified and licensed and keeps records required by Louisiana pesticide laws.
Investigates pesticide damage complaints by observing aerial views and interviewing complaints as to improper operations of pesticide applications.
Investigates health related pesticide complaints.
Conducts Worker Protection Safety inspections.
Inspects agricultural crops visually and by obtaining pesticide samples to determine the extent of damages due to off target drift from the aerial application of pesticides.
Investigates fish kills to determine if pesticide related and determines source of pesticide if necessary.
Serves as possible witness in pesticide damage cases.
Collects representative samples of feed, seed, lime and fertilizer from farmers, manufacturers, and dealers in order to ensure product content as per label.
Conducts all inspections required under the Seed Certification program.
Enforces all quarantine regulations that affect all commodities grown, sold, or offered for sale in Louisiana.
Inspects colonies of bees for disease problems.
Inspects houses treated and pretreated by local pest control companies to ensure termite treatment meets minimum standards set by pest control laws.
Documents all inspection samples or investigative reports.
Enforces all necessary aspects of the horticultural law.
Assists in special department programs as needed.
OFFICE OF SOIL AND WATER CONSERVATION DUTIES
Conducts assessments and investigations of agricultural producers to determine existing conditions and impact on soil, water, air, and other natural resources.
Develops conservation plans for wetlands, farmland, grazing land, forest land, and urban areas to assist land users with voluntary natural resource conservation efforts.
Plans and assists private landowners in implementing and applying Best Management Practices (BMPs) to comply with state and federal rules and regulations.
Works with producers to establish BMPs required under the Agricultural Solid Waste Management Program to achieve environmental compliance.
Provides assistance to statewide Soil and Water Conservation District Boards of Supervisors in planning, developing, and managing various natural resource conservation plans for improved soil, water, and air quality and improved wildlife habitat in both agricultural and urban environments.
Assists Soil and Water Conservation Districts in assessing natural resource conditions and in planning and implementing programs to resolve identified resource management problems.
A baccalaureate degree with at least twenty-four semester hours in agriculture, animal science, biology, botany, chemistry, entomology, agronomy, horticulture, plant pathology or zoology, or any combination of credits in these courses to equal twenty-four semester hours, plus one year of professional level experience in agronomy, entomology, horticulture, structural pest control, pesticide inspection or enforcement, plant pathology, chemistry, wetland resource management, cropland management work, forest management, conservation work, or inspection or enforcement for compliance with agricultural, environmental, food safety, or public health laws, rules or regulations.
Experience in inspecting or enforcing for compliance with agricultural laws, rules or regulations will substitute for the specialized coursework on the basis of 12 semester hours for one year of experience.
Experience in planning or implementing soil, water or wetland conservation practices in agricultural or wetland environments will substitute for the specialized coursework on the basis of 12 semester hours for one year of experience.
A master's degree in qualifying fields will substitute for the one year of required experience.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
