FUNCTION OF WORK:To plan, manage and implement projects and/or program components pertaining to the protection and management of the states agricultural and forestry resources, and to provide assistance to Agriculture Specialists, Agriculture Environmental Specialists, Foresters, Marketing Specialists, or others in researching and compiling technical data or information.
LEVEL OF WORK:SUPERVISION RECEIVED:General from a classified Manager, unclassified Director, or Assistant Commissioner.
SUPERVISION EXERCISED:LOCATION OF WORK:Department of Agriculture and Forestry; all offices.
JOB DISTINCTIONS:Differs from clerical personnel by having responsibilities and duties that require specialized knowledge and understanding of technical aspects of Departmental programs.
Differs from Agriculture Program Specialist 2 by lack of responsibility for supervising clerical personnel on a project basis and/or lack of authority for granting approval in matters governed by statute and/or budgetary restraints.

Plans, develops manages complex projects/programs relative to agricultural or forestry matters.
Reviews and evaluates technical proposals for projects/programs for technical feasibility and merit, cost effectiveness, and consultant qualifications.
Conducts studies and analytical assessments of project impact; prepares comprehensive reports detailing project developments, management activities, policy matters, etc.
Meets or confers with local, regional, and state officials to determine needs for projects/programs and coordinates development of plans to address and alleviate existing or potential problems.
Analyzes proposed and current state and federal legislation. Prepares summary reports and recommendations for new legislation.
Assists field personnel specialists with the recording, evaluation, investigation and tracking of incidents, i.e., citizen's or consumer complaints, spills, timber theft, agricultural theft of livestock and farm equipment, nuisance animal complaints, forest fires, etc.
Coordinates an informational or research library, containing references and educational materials. Distributes information to concerned citizens.
Schedules and/or conducts informational forums and seminars on assigned projects.
Assists field personnel tracking compliance with enforcement actions.
Conducts studies and analytical assessments of project impact; identifies existing or potential problems and recommends solutions.
Collects data and information and compiles it for review by a higher official in the preparation of various technical reports.
Assists Agriculture Specialists, Agriculture Environmental Specialists, Foresters, Marketing Specialists, or other higher level personnel in the preparation of technical reports or public presentations.
Checks fee calculations to ensure accuracy and completeness.
Prepares notification letters for failure to comply with or complete the permitting process.
Researches files for preparation of data summary reports for fee program and permit program.
Maintains up to date index of appropriate regulations, guidelines, reports, etc.
Communicates with the regulated community and other state and federal agencies.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Three years of experience in forestry or agriculture; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any area. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any area.
