FUNCTION OF WORK:To ensure compliance with applicable laws and regulations through detective-level investigations and/or the monitoring and inspection of those licensed with, or seeking licensure from, the Office of Alcohol and Tobacco Control.
LEVEL OF WORK:SUPERVISION RECEIVED:General from an ATC Agent 4 or higher-level personnel.
SUPERVISION EXERCISED:LOCATION OF WORK:Department of Revenue - Office of Alcohol and Tobacco Control.
JOB DISTINCTIONS:Differs from ATC Agent 2 by the presence of responsibility for advanced or specialized compliance duties. Differs from ATC Agent 4 by the absence of direct supervision of lower-level ATC-titled staff.

Applies detective-level investigative techniques during complex investigations including crime scenes, collection of evidence, and in the examination of records.
Writes narratives, prepares complex reports, and researches court decisions and Louisiana statutes to substantiate allegations.
Makes recommendations on disposition of cases, secures evidence, and develops cases for presentations to grand juries, district attorneys, administrative prosecutors, and trial courts. Assists prosecuting attorneys concerning investigative matters pertaining to cases. Testifies in court, Louisiana Alcohol and
Tobacco Control administrative hearings, and before grand juries.
Ensures compliance with Responsible Vendor laws by reviewing provider and trainer applications, and recommending approval to the Responsible Vendor Program Administrator.
Monitors Responsible Vendor Server classes. Investigates and reports investigative findings and violations to the Responsible Vendor Program Administrator and testifies before the committee.
Performs specialized duties as assigned by the Commissioner or other supervisory personnel, to include serving as chief firearms instructor and/or overseeing special duty projects.
Lectures at elementary and secondary schools on drug and alcohol abuse and at professional, trade, and community organizations about agency programs.
Conducts extensive criminal history and background checks on beer and/or liquor permit applicants. Based on findings, recommends issuance or denial of alcoholic beverage and tobacco permits.
Performs physical inspections of applicant and/or already licensed alcoholic beverage and tobacco outlets in assigned area to insure compliance with state and local laws.
Collects fees and penalties on new applications, permits, and delinquent renewals, and transmits to Alcohol Tobacco Control Office, Baton Rouge.
Issues administrative and criminal violation citations and makes arrest for violation of the Alcohol and Tobacco Control Law and Statutory Criminal Law.
Formulates supportable conclusions through detailed analysis of information gathered regarding the immediate and long-range direction of investigations, to include following self-developed leads. Submits reports to regional supervisor on all possible or probable violations in assigned area within established time frames. Proposes and coordinates additional investigative efforts.
Conducts underage compliance operations to determine frequency of sales of alcoholic beverages and tobacco products to minors and monitors assigned areas for compliance rates.
Works with federal and other state agencies to assure alcoholic beverage and tobacco outlets comply with applicable statutes, including "Prevention of Youth Access to Tobacco Laws" and fire and health codes.
Assists Revenue collection personnel and local sales tax collection agencies in collecting state and local sales taxes. Issues administrative violation citations to alcoholic beverage and tobacco outlets for failure to pay sales taxes.
Coordinates with local, state, and federal law enforcement to plan and execute high-risk enforcement actions within assigned area.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Four years of experience in active military service or in law enforcement; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience.
NECESSARY SPECIAL REQUIREMENTS:
Applicant must be at least 21 years of age.
Possession of a current Louisiana driver's license.
This position requires the incumbent to handle and carry firearms.
Possession of an active Peace Officer Standards and Training (POST) certification.
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws are granted.
